The IRS has also said that governmental entities, charities, and other qualified contributors may be able to make contributions under program rules, with general contribution limits applying.

For foster children, the stakes are especially high. According to the Associated Press report, there are roughly 330,000 children in the U.S. foster care system, and many face serious barriers after leaving care, including the risk of homelessness and difficulty finding stable employment.

Melania Trump framed the new accounts as a matter of equal opportunity. Speaking at the Treasury Department, she said the move “gives foster children the same chance at asset ownership and long-term wealth as every other child.”

Treasury Secretary Scott Bessent emphasized that the program is meant to reject the idea that poor outcomes for foster youth are unavoidable. He said, “Those outcomes are unsettling, but we refuse to accept them as inevitable,” adding, “We are affirming that the American dream belongs to every child.”

The first lady also called on leaders beyond Washington to participate. According to the AP report, 23 Republican governors have pledged to allow state agencies to begin enrolling children in the program, and Melania Trump said, “I urge every governor and business leader to help fund these accounts.”

The program also fits into the larger Trump administration push to move foster care policy beyond temporary assistance and toward long-term opportunity. Earlier administration actions tied to “Fostering the Future” focused on expanding education, career development, housing, and support systems for young people transitioning out of foster care.

That focus is significant because foster youth often leave the system at precisely the moment when young adults need guidance, savings, and a support network. By connecting foster children to investment accounts, the administration is aiming to give them a tangible asset that can grow over time and serve as a bridge into adulthood.
